But political analysts said the unexpectedly large turnout — of which Mr. Veltroni won 75 percent — might have another effect: Mr. Veltroni might now become a prime minister-in-waiting, standing as a possible alternative that could further weaken the frail government of Prime Minister Romano Prodi.
